Pull Request Summary

This PR aims to add wind speed and direction variables to buoy collocation output. This work provides capability for wind prediction evaluation using NDBC buoy data.

Description

This PR adds wind speed and wind direction variables to the buoy collocation output. The update includes

  • Added configurable paths to replace hardcoded directories.
  • Fixed a string conversion issue.
  • Added spec_tar.gz loading functionality in wread.py.
  • Implemented wind speed and wind direction loading and writing capabilities.

Testing

  • How were these changes tested?
    I tested it using GFSv16 station results in /scratch3/NCEPDEV/climate/Jessica.Meixner/Data/gfsv16/ from 20250501 to 20250510. The bull_tar list is in /scratch4/NCEPDEV/marine/Ming.Chen/ww3tools_dev/data/ww3list.txt.

The 2025 ndbc data is in /scratch4/NCEPDEV/marine/Ming.Chen/ww3tools_dev/data/ndbc/wparam

The slurm run script is in /scratch4/NCEPDEV/marine/Ming.Chen/ww3tools_dev/WW3-tools/ush/run_buoy_processing.sh

The output netcdf is in /scratch4/NCEPDEV/marine/Ming.Chen/ww3tools_dev/processbuoydata/outinterp.
