Set up compile environment and associated tools

After the initial setup of the repository, one of the first steps is to set up tools similar to those of WW3 to set up basic model compilation and compile time model configurations. The development will be done in the FT-Environment-and-tools branch of Hendrik's fork

What compile time options do you propose keeping @HendrikTolman-NOAA ? I ask because compile time options are something that has been recommended to move away from, so it's desired to have minimal or no compile time options if possible.

"Compile time options" is referring to compiler selection and flags, not switches.

The initial setup of the compile environment went in with PR #19. During the acceptance of this PR, the system was simplified significantly, mostly relying on cmake. Further simplifications are requested in issue #20, in particular removing reliance on python tools. The latter issue will be made active as this one is closed.
