Template version of main routines and stand-alone model

This starts a template version of the new model with minimal functionality to control the structure of the core code. This effectively represents Phase III of the WW4 Development Project. For more info about this project and its planned Phases, see the Phase I and Phase II progress reports.

In this part of the project the infrastructure around the actual solution of the wave equations is built. In PHase IV and following, we will start including the latter. Presently we intend to manage Phase IV in a separate GitHub project. Note that Phase IV is likely to start before Phase III is fully completed.

Presently this part of the project consists of four sub-issues.

• Create some initial code to start the community discussions on WW4 (Issue Create some initial code for discussion #30). Note that I chose to go this way both because I personally work most efficiently in a hands-on way. For the following topics, we plan to go back focus first on discussing principles with the community.
• Formalize high level Architecture Decisions, including setting up the workflow and data structures in the code (Issue Formalize the WW4 Architecture #31).
• Design and implement model input (Issue Design and implement model input #32).
• Design and implement model output (Issue Design and implement model output #33).
