This updates the dev scripts for the tar file renaming and updates the dev/scripts/exnwps_ofs_prep.sh after an earlier PR updated things.
An update to the prod scripts dev/util/crons/nwps_webgraph_{region}_prod.sh is also needed, but that would break current prod. I can either make that PR and we can hold it until things are operational, or we can use different scripts for now for prod versus dev.
