Add GPU CI #1400
Description
Migrated from NVlabs/cutile-rs#156, opened by @elibol on 2026-05-29. Priority P1.
Add a dedicated GPU CI path after tests are split.
Depends on #154.
Acceptance:
- GPU job runs CUDA runtime tests.
- CPU CI remains GPU-free.
- NVFP4 runtime tests can run on supported sm_100+ runners.

Started looking at this in #1577, @assignUser is going to take a look at the packaging and hopefully push it over the finish line as I am busy and/or out the next two days.

I have made progress on this in #1607 but github is acting up and preventing the bot from actually running the job 🙄
