What This PR Does

Moves the orphaned Rust row in cuda-oxide/cuda-oxide-book/getting-started/installation.md back inside the Prerequisites table directly below Clang:

  1. Restore the Rust row to the Prerequisites table (cuda-oxide-book/getting-started/installation.md)

1. Why the Rust Row Rendered Outside the Table

When #1102 added the libcuda runtime-loading paragraph under Prerequisites, it inserted the paragraph between the **Clang** and **Rust** rows, splitting the Markdown table so Sphinx rendered the **Rust** row as literal pipe text at the end of the paragraph:

BEFORE (main):
  | **Clang** | 21+ | `clang-21` ... |

The host runtime does not link `libcuda` at build time...
  | **Rust** | 1.99.1 (pinned) | Pinned in `cuda-oxide/rust-toolchain.toml` |

AFTER (This PR):
  | **Clang** | 21+ | `clang-21` ... |
  | **Rust** | 1.99.1 (pinned) | Pinned in `cuda-oxide/rust-toolchain.toml` |

The host runtime does not link `libcuda` at build time...

Verification

  • just -f cuda-oxide/Justfile book: PASS (48 HTML pages built with -W warnings-as-errors, 0 warnings; <tr class="row-odd"> for Rust confirmed inside <tbody> in getting-started/installation.html).
  • Repository Guards (scripts/check-*.sh): 18 / 18 PASS (including check-toolchain-parity.sh and check-cli-doc-coverage.sh).

Thanks, this fixes the split Prerequisites table in getting-started/installation.md.

Verified at d83943b9b: just -f cuda-oxide/Justfile book (-W, 0 warnings), rendered installation.html table output, and all 18 guard checks pass. Merging.
