Add advanced health check configuration to config file

This PR implements advanced health check configuration through the config file system, allowing users to customize health monitoring behavior beyond the existing DP_DISABLE_HEALTHCHECKS environment variable.

New Configuration Options

The health section can now be added to config files with the following options:

  criticalXIDs: all  # "all" or specific list like [48, 49]

Key Features

• NVIDIA Defaults: Matches current hardcoded behavior when no config is provided
• GKE Compatibility: Supports GKE-style configuration (eventTypes: [EventTypeXidCriticalError], criticalXIDs: [48])
• Backward Compatibility: DP_DISABLE_HEALTHCHECKS environment variable continues to work unchanged
• Flexible Event Types: Configure which NVML event types to monitor for health issues
• Configurable XIDs: Override default ignored XIDs and specify which XIDs are critical

Configuration Examples

NVIDIA Default (current behavior):

health:
  eventTypes: [EventTypeXidCriticalError, EventTypeDoubleBitEccError, EventTypeSingleBitEccError]
  ignoredXIDs: [13, 31, 43, 45, 68, 109]
  criticalXIDs: all

GKE Compatible:

health:

Disabled Health Checks:

Implementation Details

• Added Health struct to api/config/v1 package with comprehensive validation
• Updated health check logic in internal/rm/health.go to use config-based settings
• Implemented custom JSON/YAML marshaling for flexible criticalXIDs field
• Added environment variable override logic for backward compatibility
• Comprehensive unit test coverage for all new functionality

Backward Compatibility

All existing functionality remains unchanged. The DP_DISABLE_HEALTHCHECKS environment variable works exactly as before, and when no health configuration is provided, the system uses the same defaults as the previous hardcoded implementation.
