Just seen an example in game of where the weather forecast showed rain in approx. 33 hours but had thunderstorms before that rain. Once we hit that period it started raining. The Moisture mod now introduces separate weather patterns I think which maybe throwing off the calculation or maybe where the data is now..
I will watch for this again and update if I come across it again.
