Add Bandit linting to CI workflow - #14

- Added `bandit` to `requirements-dev.txt`. - Added a new `lint-bandit` job to `.github/workflows/ci.yml`. - Updated test jobs to depend on `lint-ruff`, `lint-flake8`, and `lint-bandit` to create a parallel linting stage in the CI graph. - Optimized `lint-flake8` to install only its own dependencies. This PR adds Bandit security linting to the CI workflow as requested. It reorganizes the linting stage so that Ruff, Flake8, and Bandit run as three separate, parallel jobs, which makes the CI graph more informative and visually appealing. All platform-specific test jobs now depend on these three linting jobs passing.
