Feat: rendering systems for tests from template

Added render-environment-configuration.sh to render environment configuration from a JSON template using pod environment variables.
The script validates template JSON, replaces ${VAR_NAME} placeholders with available env values, warns on missing variables, writes the rendered output to a file, and exports it via ATP_ENVGENE_CONFIGURATION (with optional debug output).
