Verification PR for the sanitization gate's semantic layer (Layer 2), which now runs in CI with ANTHROPIC_API_KEY set. Touches a docs/ file (a sensitive_prefix) so Layer 2 actually scans content. Verification PR for the commons gate's Layer 2 (semantic), now that
