Add a way to use an "Advanced Config" file to configure extensions.

We want more power in NB, but we want to keep it the easiest forum to use.
Until we find good ways to provide much more power without cluttering the UI and scaring noobs, maybe we could have a (not so)secret config ini file that would be a plain text way to make changes.

Sort of like how you put "about:config" into firefox URI bar to get advanced config.

So the file might look like this:

disable_js_lib = YES
disabe_bbcode_images = YES
disabe_bbcode_smileys = YES
disabe_bbcode_fontsize = YES
add_rel_nofollow = NO

Alternatively, make it a form in the NB admin but just don't link to it anywhere... so users wouldnt know about it.. but then if a user came on the forum and said "I want to disable jquery in NB, since my template already loads it", I could say "Log into your admin panel and then paste this into the URL bar: index.php?option=com_ninjaboard&view=advancedconfig and edit your settings there.
