Establish
agentsas the authorized automated integration branch while retainingmainfor Jon-approved stable batches. Add read-only hosted Windows CI for the existing binding/contract invariants and a local coordinator that merges only ready owner PRs into agents at their verified head after the expected workflow succeeds.Validation: syntax compilation and all 10 local native/PowerShell invariant checks pass. Adoption will be exercised by this PR and the existing handoff PR through hosted CI, the coordinator, and a live public-CLI check from merged agents. No deployment, shared Ollama change, or stable merge is included. The policy explicitly distinguishes agent-operated automation from an unattended scheduler and documents the shared-account human approval limitation.
