Make AGENTS.md a compact mission for autonomous improvement of the small local English-to-command worker. Move detailed commands and branch policy to DEVELOPMENT.md. Stop automatic release preparation after ordinary agents integration; release work starts only when Jon asks.
The mission covers a fresh bounded lifecycle per delegation, real execution/repair/evidence, deterministic mechanics, measured improvements, coordination with other agents, and preserving the current model and held-out data. Validation: required syntax compilation and all 10 binding/contract checks pass; the updated integration path will be exercised on this PR.
