Add bureau-lite: one Challenger round, risk-tagged per-unit review - #101
Adds bureau-lite for planned, multi-unit changes: one Challenger round on the spec and plan, optional prompts, and cold unit reviews selected mechanically from changed paths and lines. Design-model checkpoints, phase integration gates, and the terminal whole-PR review remain required. Money movement and destructive migrations stop lite dispatch and require an upshift to execute-plan or stopping the run.
Risk policy is additive and anchored to the run's starting commit, with a recorded policy ref for legacy downshifts. Integration gates and final preflight verify commit coverage, re-scan records, and require review evidence. Coverage failures cannot be demoted as flaky, altered error records cannot bypass escalation, and repeated downshifts retain checks for earlier lite phases. Final preflight uses the active cadence for prompt requirements and rejects missing recorded build worktrees.
The scanner checks both paths of renames, rejects malformed name-status records, and keeps agent, skill, workflow, and host instruction files in scope. Workflow shifts remain logged in both run state and the run log. Review/waiver authorship is still trusted log evidence; the checks detect skipped steps and classification changes, not forged agent activity.
Reconciled with current main's runner-precedence and scope checks. Regression fixtures use unique IDs 335–349. Follow-up fixes keep executable regression Markdown in scope, reconcile missing downshift entries, accept fetched base-branch merges when the local base lags, detect dotted URL fetch arguments, and fail closed on project-policy read errors.
Validation:
All 34 selected regression fixtures passed locally, covering the new workflow plus existing preflight, CI, terminal-pairing, runner-provisioning, and scope checks.
./check-framework.sh passed locally and in CI (only the existing orchestrator line-budget warning).
Full Linux regression suite on 2201904: 268 passed, 0 failed, 95 existing retired/manual skips. CI run.
Review: all original and follow-up findings were addressed, including the dotted-URL follow-up. CodeRabbit completed its review through dc8300b; its review limit prevented another pass on the final follow-up commit. That small diff was reviewed locally against every finding and covered by focused regression tests.
bureau-lite sits between build-review-cold and feature + the execute-plan
build tail: one spec+plan pass, the design-model checkpoint, ONE Challenger
round, optional coarse prompts, and a cold build-diff Challenger only on
units whose diff trips an enumerated risk tag. Phase-boundary integration
gates and the terminal whole-PR review are unchanged.
scripts/risk-tags.sh matches each unit's changed paths and lines against
config/risk-tags.json (plus an additive-only project block read from the
base commit) and routes by exit code: clean, review, escalate, error
(fail closed). run-start.sh now refuses an unregistered --workflow id;
preflight-artifacts.sh treats prompts as optional for bureau-lite;
state.json gains workflow_shifts for recording a mid-run downshift.

Reconcile every logged lite interval before merging: coverage can currently pass without checking an earlier interval. Smaller scanner gaps can skip per-unit review, and a legitimate remote-base merge can incorrectly block coverage. The updates to related workflow guidance and templates support workflow integration. No unrelated product changes or persona changes are shown.

Explanation
The current changes implement the coding requirements in #100. workflows/bureau-lite.md defines the one spec-and-plan pass, one Challenger round, design-model checkpoint, optional prompts, risk-tag routing, unchanged integration gates, and terminal review. The scripts, state fields, registry entry, battle-test document, and fixtures cover selection, downshift records, policy anchoring, coverage, and fail-closed escalation. Personas are unchanged. The current CI workflow runs check-framework.sh and .bureau/regression/run.sh, but the supplied evidence does not include their results for head dc8300b; the previous seven regression failures cannot establish the current result after later commits.
Resolution
Provide the current-head CI results or logs for check-framework.sh and .bureau/regression/run.sh. The results must show both commands pass for dc8300b.

The first battle-test run over-fired: a jobs-list template tripped
concurrency through a jobs? path pattern, which in a jobs-domain app would
flag nearly every unit. Scope the path to scheduler, cron, celery and

The first version trusted the Conductor to run the risk check and route on
it, scanned only each unit's first range, and read the project policy from
a ref the run controls. A fresh-context review showed a flagged unit could
be accepted unreviewed with nothing failing.
- risk-coverage.sh: the Delegate runs it at each integration gate and the
close-out runs it on the final head. It walks first-parent history from
state.json#git.base_sha and fails on any commit in no record, any record
scanned with a different config or policy ref, and any flagged record
with no completed challenger-unit-<NN> review after its scan.
- risk-tags.sh: two-dot range with ancestry and non-empty checks, refuses a
dirty worktree, reads the project block at --policy-ref (the run's start
commit), -z paths and fixed diff prefixes, refuses lowering a class or a
second block, and turns any internal error into an exit-2 record.
- run-worktree.sh records git.base_sha as the chain anchor.
- config: agent, skill and instruction .md files are always scanned; the
nested docs/ and .txt ignores are gone; new patterns for absolute-URL
fetch, Go HTTP, web storage and cookies, middleware and tenancy filters,
logger calls, force pushes and object deletes, thread pools, Django and
camelCase destructive migrations; a risk-policy tag for edits to the
policy itself; currency, pricing, credentials:"include" and *.plist no
longer over-fire.
- workflow: follow-up scans for fix commits, the attempt-id convention,
the coverage gate, an honest mapping to build-review-cold's surfaces and
why one reviewer per unit, downshift fixes, and what stays unverified.
- fixtures 320-322, 316 and 319 extended; battle-test re-run in full.

The verification pass found the coverage check was only run if someone
remembered to, and that the check itself could be satisfied by a side
branch merge, a reviewed-but-undecided escalate, an edited record, or a
missing state.json shift entry. Dropping `pricing` also let price and
balance arithmetic through with no review at all.
- integration-gate.sh runs risk-coverage.sh for any run whose state.json
uses bureau-lite and records a `risk-coverage` gate, so the Delegate's
existing gate verdict enforces it; preflight-artifacts --phase final
runs it again at close-out.
- risk-coverage.sh re-scans every record with the default config and the
run's policy instead of trusting it; exempts a merge only when its side
parents are on the base branch; requires role challenger; requires a
waiver or WORKFLOW-SHIFT heading after an escalate record; reads waivers
only as log-append headings dated after the record; errors when log.md
records a shift to bureau-lite that state.json lacks; ends the chain at
an upshift's head; takes --state for a state file with any name.
- risk-tags.sh accepts indented and upper-case risk_tags fences and
errors on any it cannot parse.
- config: pricing modules and balance/price arithmetic escalate again
(pricing pages do not); fetch with a URL variable trips egress; nested
agent dirs are scanned.
- workflow: the gate-run coverage check, heading-format waivers and
shifts, `head` on shift entries, and a corrected reason for one
reviewer per unit (the phase-gate reviewer does not read diffs).
- fixtures 322-325.

preflight-artifacts --phase final rightly flags a terminal SPAWN-EVENT with
no matching started line; the fixture now emits both.

Match dotted URL arguments in the network-egress fetch pattern.
The fetch pattern in config/risk-tags.json uses \w*, which cannot match the . in config.apiEndpoint. A server-side fetch(config.apiEndpoint, options) therefore fires no tag and routes clean, so no per-unit Challenger review runs. Allow dotted prefixes in that group.
