feat: hardware on hand page tied into the shopping list - #25

- New "On hand" page (/inventory): every catalog and My parts hardware item by category with an editable count (field, -/+), search, an "Only what I have" filter, totals, spare prints and devices, and what each of your saved plans still needs to buy. - Shopping list and Full BOM: each hardware line shows "On hand N" with an inline editor; the Why sum subtracts it; the group links to the page. - Wording: the inventory is called "on hand" everywhere (was "spares"); "spare" stays for the spare % extra. - Test: the snapY property allows its 1e-6 tie epsilon (it flaked at 3 + 1e-9). Answers: "something that tells me how many of each hardware I currently have, then tie that into hardware to buy". The inventory already existed (Got it adds to it, the BOM subtracts it) but could not be seen or edited.
/inventory, nav between My parts and Settings, lazy 5.6 kB chunk): all catalog + My parts hardware grouped by category, count field with −/+ (saves on Enter, blur or pause; Escape restores), search, "Only what I have", totals, spare prints/devices section, and per item what your saved plans still need ("Sample needs 40, buy 25" / "covered").Verification: typecheck, lint, format, 1741 unit tests, headers/catalog, build + budgets (initial 197 kB of 300 kB); Playwright against the read-only nginx image (prod-secure, prod-lan, mobile): 97 passed, 4 skipped by design, incl. new inventory specs and axe in light, dark, dark + teal.
