Added NIMROD raddist class, a util_raddist function for creating NIMROD raddists, and two testing scripts for NIMROD SPARC raddists and weighted averages.
The NIMROD class implementation is very unoptimized and not linearized, I wasn't really worried about speed just whether it worked. Feel free to change it if you want.
