pnpm lint was generating errors due to prisma calling some global environment varibles that were not declared, so I have declared them in the turbo.json file.
Adds pre-commit hooks to automatically lint everything
First lint so it had to be a separate commit

Lints like #4 but actually good this time by having it as a pre-commit hook.
