epic: radio preset sources in the config repo (overlay + Liam mirror) #721
Description

Code lands in OffbandMesh/config-profiles (no Citadel project there; tracked here on board #2).
Delivers the two files the app will consume:
- Offband overlay: presets Liam's list lacks; ours win on conflict.
- Mirror of Liam's list (
api.meshcore.nz/api/v1/config,suggested_radio_settings), refreshed by a scheduled CI job that commits directly (owner decision, task: DESIGN -- decide the preset source of truth, and the firmware/client split (owner decision) #650).
Testable on its own: both files validate against the schema, and the mirror job runs and commits.
Acceptance
- A1-A3 closed.
- A4 verification passed.
