docs: record the approved Location and settings mockups (#975) #976

Record the approved UI design in the repo, so the build has a fixed reference and a later change knows what it is breaking.

Commit the owner-approved mockups as one self-contained HTML file at docs/initiatives/standalone/975-settings-restructure/settings-location-mockups.html, following the firmware GUI mockup convention: numbered state cards, behavior bullets as the contract, and a rationale section.

Covers six cards: GPS off, GPS on, Power save backed off, a build without Power save, the Settings menu before and after, and the button/buzzer split. The GPS cards serve #969 as well as this epic.

Done when

• The file is on the epic branch and renders with no network access (inline SVG icons, system fonts, no external references).
• Its lede carries the owner approval and date.
• task: expose GPS mode and Power-save interval -- BLOCKED on firmware 0xC7 (original premise was wrong) #969 and epic: settings restructure and badge settings parity (Location, button/buzzer, tones, screen) #975 link to it.
