- Add 'latest' tag to dev branch builds - Allows servers using 'latest' tag to automatically get dev updates - Fixes issue where demo server wasn't getting validation fixes

Since dev is the default branch, this ensures dev builds are tagged as 'latest' so servers using the latest tag get updates automatically.
