feat(base): add shared simulator adapter plumbing

Summary

Adds simulator-neutral adapter mechanics while preserving RAES as the sole owner of portable contracts, validation, diagnostics, profiles, fixtures, and conformance claims.

Changes

• Add typed runtime-target, logical-clock, seed, cleanup, projection, redaction, and conformance helpers over published RAES APIs.
• Document the non-authoritative base boundary and adapter-facing API.
• Exercise the helpers with deterministic, hostile-input, dependency-failure, and neutral queue-driver tests.

Canonical completion and policy gates passed on the post-review tree. Review findings were fixed with focused regression tests; configured one-cycle caps were accepted without over-cap reruns as directed.
