Refresh integrated research evidence blocking promotion checks #1608

PR #1607 (dev to main) fails the canonical checks, test shards, integration and Python compatibility jobs because neither research-evidence family has a capture matching the integrated implementation source at 4e9274b043d84db9dd4be0d18040cb41d41d0912.

The checks report: no current research capture binds the live implementation source.

Refresh the formal-semantic-validation and specification-coverage evidence through the documented content-addressed capture workflow after executing their retained controls against the current source. Preserve immutable history, baseline joins, unsupported cases and bounded claims.

Acceptance criteria

• Both evidence families select a capture bound to the current implementation digest.
• Retained parser/compiler, production evidence, participant fixtures and specification artifacts are rerun with truthful outcomes and provenance.
• Targeted regression checks pass locally; repository-wide verification remains in CI.
• Deliver the fix in a separate PR targeting dev; do not merge PR Dev #1607.
