Summary

Publish the API-424 applicable participant-control contract revision with complete admitted apparatus coverage, stage-aware provider inputs, typed parent/effect outcomes, and trusted exact-cut validation.

• Add v2 selection and evaluation schemas, fixtures, protocol DTOs, public exports, conformance routing, and publication records while retaining v1 compatibility.
• Bind obligation coverage to profile-owning slots; validate predecessor and scoped-state inputs, support, effect ordering, mandatory composition, committed intent provenance, and dispatch authority.
• Update public and migration guidance, requirement state, and issue traceability for the negotiated v2 interpretation.

141 targeted Python tests passed. Ruff, generated-schema and schema-publication checks passed. verify-fast-feedback policy and hygiene gates passed; its change classifier skipped lint/tests because this new branch has no upstream, so those checks were run explicitly.
