Changes

• Resolve complete lexical policies through validation, composition and compilation without field overlays or implicit repetition permission.
• Preserve policy identity, retry unit, scope and resolved evidence through native plan projection, inspection, reconstruction and commitments.
• Reject unsupported recovery and capability/refusal mismatches; keep trial allocation distinct from operation retry.
• Publish draft schema changes, ledger records, normative semantics and author/provider migration guidance.

• Full completion suite required in CI before merge
• No coverage regression

Targeted policy/admission, plan projection, SDL phase/catalog, cleanup, manifest and inspection tests passed. Changed-file policy checks and formatting passed. Full suites run in CI.
