Updating selected certificate PDFs previously cleared the existing file before generation, so a renderer failure could break an issued public link. PDF refresh also reset the email delivery record, making an already delivered participant eligible for another email.
Track the batch that produced the stored PDF separately from its pending job. Keep the old file available while regeneration is queued or fails, then replace bytes and provenance atomically on success. Preserve the original sent timestamp, filters and duplicate-send protection across individual downloads, ZIP refreshes, selected refreshes and retries; the worker refuses another email for an already delivered certificate. Journal responses distinguish PDF update errors from mail failures.
Migration 0031 backfills provenance without changing existing files, tokens, delivery state or dates. Final head 9e461ae passes full PostgreSQL CI 40214171911: 1420 backend tests plus 39 locking/contract tests. Standard CI 40214167549 and lint pass. Deployment 40216388686 successfully applies the migration and verifies matching web/worker images and Celery health. Native local failure/retry checks retain the old public link and delivery date without email; live dev program 6 confirms current individual PDFs, selected ZIP and participant-card download after frontend #509/#510. No participant mail was sent by acceptance checks.
