Remove Payment Slips quick action from field officer dashboard - #28

Drop the Payment Slips card from the Quick Actions row on the field officer dashboard, along with its adjacent spacer so no trailing padding is left behind. Also remove the now-unused payment_slips_screen import, which the card was the only reference to. PaymentSlipsScreen itself is unchanged and remains reachable from the HR Head and admin flows.
