Updates to JICF case to run Georgia Tech reacting JICF case that was used in the Combustion seed team ModCon demo.
Putting this here so it is visible but it should not be merged as is (contains large mechanism and turbinflow files). The base updates to JICF might be generally useful and a simplified version could be merged.
