Adds OrcaCode Review to the Tools list, placed alphabetically between
OrcaandORCH.A GitHub Action that reviews each pull request against a P0-P3 severity rubric, posts findings inline on the affected lines, and fails the check on P0/P1 so it acts as a real merge gate rather than a comment. The reviewing model, the rubric, and the merge policy are configured outside the workflow YAML. MIT licensed.
