[BUG] User is not notified of blocks etc. #6

Describe the bug
Despite notify-user: true in the config, a user is not notified when their message is blocked. This used to work on the 1.2.0 release, but has since broken on the master branch. The message is still handled correctly, though, and console / logfile logs are written as expected.

To Reproduce

1. Set up plugin properly
2. Join Server
3. Send block-worthy message
4. See no message in-game

Expected behavior
The user gets notified via in-game chat as expected and configured.
