…ck + verdict + setuptools) The hygiene-track PRs (H1-H6), the recorded OSCAL 1.2.2 verdict, and the same-day setuptools fix all merged AHEAD of the v0.10.18 tag, so the Release body extracted from the [0.10.18] block must describe them or lie by omission (the release-visible deltas are real: the attached SBOM is CycloneDX 1.7 and first-party-enriched, and the NTIA gate runs in this release's own build). The block, the ROADMAP v0.10.18 entry, and the v0.11 plan's status note now record the boundary re-cut: Wave 0 + H shipped in v0.10.18; v0.11.0 = Waves 1-2 remainder. Also records the DHI /usr layout restructuring the container gate caught. Wiki mirrors regenerated; consistency suite green.

Final pre-tag accuracy pass: the hygiene track (H1–H6), the OSCAL 1.2.2 verdict recording, and the same-day setuptools 83.0.0 fix all merged ahead of the v0.10.18 tag, so the
[0.10.18]CHANGELOG block (= the Release body), the ROADMAP entry, and the v0.11 plan's status note now describe the tag's actual content and the boundary re-cut (v0.11.0 = Waves 1–2 remainder). Also records the DHI/opt/python→/usrlayout restructuring the container gate caught. Consistency suite green; tag targets this PR's squash commit.
