This groups MCP tools into read tools and write and delete tools, so it is easier to review the permissions that can change data.
The grouping uses the existing mutation-name heuristic that also seeds agent grant defaults, so the two places stay consistent. I added coverage for the grouping helper.
Checked with the targeted Vitest suite and Biome on the touched files.
