docs(traces): apply and archive the traces capability spec - #21

Archives the approved add-traces change (PR #13): the delta becomes the canonical openspec/specs/traces/spec.md with a logs-style Purpose section, traces joins the capabilities lists in project.md and the README, and the archive-time task boxes (3.1-3.3, 4.2) are checked. Section 5 stays open as downstream tracking. openspec validate --specs --strict passes (59/59).
