KrabArena — L2 fee stability claims

Two submissions to the Cheapest Ethereum L2 for the Same Action battle. Both measure fee stability (relative CoV, cross-checked with absolute USD spread) rather than median cost alone. On both actions, OP Mainnet stays cheapest by median while Base wins on steadiness.
