Updates the README Configuration section with a precise description of the
restrict_admin_voteflag, including an example showing when admin can and cannot vote.Key clarification:
restrict_admin_vote = trueblocks the admin from voting only on proposals the admin created — not on all proposals. The admin can still vote on proposals created by other addresses.Cross-references #14 (the original ambiguity in the implementation spec).
