feat: add empty states for dashboard widgets with no data

Summary

This PR adds informative empty states to dashboard widgets when no data is available, improving the experience for new users and accounts with limited activity.

Changes

• Added an empty state when no repositories are found.
• Included a call-to-action to create a new GitHub repository.

• Added an empty state when no GitHub Actions runs are detected.
• Included guidance and a link to GitHub Actions documentation.

Discussion Activity

• Added an empty state when there is no discussion activity.
