perf: select operation receipts by record id

Operation receipt GET and idempotent POST replay scanned the operation table by a duplicated operation_id field. Under a large durable backlog, those lookups exceeded the learning worker's bounded request timeout.

This change selects the deterministic operation record directly for both public and internal reads. Missing receipts still return None, and replay, conflict, dependency, and restart paths retain their existing behavior.

Validation:

• cargo fmt --all --check
• cargo test --locked -p surreal-memory-server --lib operations:: (11 passed)
• cargo test -p surreal-memory-server --test executor_recovery (4 passed, isolated critic)
• openspec validate direct-operation-receipt-lookup --strict
• isolated artifact critic: PASS
