Update the release workflow default to 2.2.7
When an operator manually dispatches the-boss-release.yml without overriding its displayed version, the workflow still supplies 2.2.6 while this line makes the package version 2.2.7; scripts/release-preflight.cjs then rejects the run before any installer builds because the requested and package versions differ. Update .github/workflows/the-boss-release.yml together with this version bump.

What this PR does
Before this PR:
The Boss main still identified the previous release and pinned an earlier UAR sidecar source, so a new installer could not reliably carry C09.2 team ownership and mailbox administration.
After this PR:
The Boss is versioned 2.2.7 and pins the merged C09.2 UAR source for selected-platform release builds. Release notes describe task ownership, reviewer assignment, and durable mailbox administration while identifying C09.3 runtime admission as future work. The release workflow imports immutable native sidecar records at packaging time.
Why we need it
This prepares a customer-consumable C09.2 increment on Windows x64 and Apple Silicon. The local Apple Silicon installer and packaged-app task scenario passed at the cadence boundary. Public native sidecars and customer installers are separate release gates and will be reported only after their artifacts exist.
