docs(plan): qualflare_flutter phase 2 — screenshots, qf 0.3.0, devices, release

Phase 2 plan for the qualflare_flutter package, written from the spike findings (#11).

1. Package:
   • screenshot (root layer by default, native capture opt-in);
   • qualflareTestWidgets (screenshot on failure);
   • opt-in loadFonts() so widget-test screenshots show real text;
   • the phase 1 deferred cleanups.
2. An example suite on host, Android and iOS in CI. Its results files become the parser's golden fixtures.
3. The qf marker parser: labels, links, tags, priority, steps and attachments. Attempt has no attachments or steps, so steps come from the final attempt, and earlier attempts' attachments are named attempt <n>: …. Ships as CLI v0.3.0 (gated).
4. End to end: a dry run with v0.3.0, the dogfood job into qualflare-flutter, and pub.dev 0.1.0 (user steps and gates).
5. Content and the Claude Code plugin 0.21.0.
