Write a sync guide with suggestions on how to maintain package

This package is just to enable wasm compatibility for quantecon lectures

However this will require syncing every now and then with the parent repo QuantEcon.py.

We should write some notes on tips and tricks re: keeping them in sync and removing the numba dependency.
