BUG: get `check-warnings` to run on the files being changed with in PR mode

When check-warnings runs on a PR context it needs to just check the file(s) being changed.

Currently it is checking all files in _build/html

Another option is to run this action on schedule -- which may be better.

See: #529 -- it has opened a lot of duplicate issues reporting the same information.
