Widen: migrate the software and tooling repositories

The software profile is core 19 + refactor = 20. Its membership is empty in config.yml today and comes from the scope decision.

This batch matters for a second reason: the three label-emitting Actions live here, and an emitter cannot be made conformant until the labels it emits exist in the repositories it opens issues in. The three bot-conformance items in this project depend on this batch.

Acceptance

• Every in-scope software / tooling repository carries the 20 labels and nothing else
• One migration report filed per repository
• QuantEcon/cli, QuantEcon/actions and the three action-* repositories are included, since they host the automation QEP-2's bot contract binds
• Repositories the scope decision placed out of bounds are not touched, including by an accidental --profile widening
