Closes #175

This PR implements UI-A5:

  • Adds persistence of user preferred motion level (Full / Reduced / Off) in AppSettings.
  • Adds QueryaMotionController to load, cache, and broadcast the setting.
  • Wires QueryaMotionScope to the root of QueryaApp.
  • Adds dropdown field and hint to PreferencesAppearanceSection settings UI.
  • Adds unit tests covering QueryaMotionController.
