feat: add frontend functionality and workflow for tiled vector data

This PR adds support for handling tiled vector data including:

• Visualizing polygons in the snow dashboard with attribute selection
• Creating vector tile archives (.pmtile files) and saving to s3 through a prefect workflow
  • Filters locations by prefix
  • Converts to .pmtiles using tippecanoe
• Creates pydantic models for prefect workflow input arguments
• Depends on Samlamont/42 update icechunk repo discovery teehr-cloud-core#43 which creates an endpoint in xpublish-api to dynamically discover available datasets in s3
