[Features] Auto-Bootstrap Default Skills on initialization

Resolves #308. Moved skills into the MCP package bundle. When initialize_execution is called, if the workspace does not have a .scout/skills directory, Scout will automatically scaffold the 177+ default skills into the local repository.
