Completes 0.3.1. The 0.3.0-surface docs already landed on
main(via #27), but that PR merged at the docs-only commit and left out the release bump — somainwas still0.3.0. This adds the missing piece: version0.3.0 → 0.3.1, the CHANGELOG entry, and install pins →v0.3.1.No code changes; the docs are already in.
After merge: push
main → releaseto fire the Release workflow (packs, tagsv0.3.1, GitHub Release + tarball with the corrected docs).
