The RAILGUN Waku network migrated from cluster 0 to cluster 5. The default config.toml still ships cluster-id=0, shard=[0..5], num-shards-in-network=6, and a single dev-node bootstrap peer that's no longer part of the active mesh. A broadcaster deployed with these defaults starts cleanly and looks fully healthy, but is completely isolated from the real network. Updated to cluster 5 with the current bootstrap node set.
