RHCLOUD-51022 Update 4 documentation URLs on the Notifications Overview page to point to the new Red Hat HCC documentation structure, replacing old paths using html-single/ and access.redhat.com with the new JTBD-based docs.redhat.com URLs. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>

Update 4 documentation URLs on the Notifications Overview page to point to the new Red Hat HCC documentation structure. The old URLs used
html-single/paths onaccess.redhat.comanddocs.redhat.com, which are being replaced with the new JTBD-based topic URLs as part of the docs migration epic.Changes:
LEARN_MORE→observe-configure_notifications_hcc_servicesCONFIGURE_INTEGRATIONS→extend-integrate_communication_appsCONFIGURE_SOURCES→observe-configure_notifications_hcc_servicesCONFIGURE_INTEGRATIONSconstant (was a hardcoded duplicate)New docs go live 2026-09-16 — links will resolve after that date.
