Consolidate the following minor version bumps:
- golang.org/x/sync v0.22.0 → v0.23.0
- golang.org/x/mod v0.40.0 → v0.41.0
- github.com/prometheus/common v0.70.1 → v0.71.0

All three are indirect dependencies with no direct usage in the codebase,
so no code changes are required.

Consolidates: #639, #638, #634
