Analyze the Refracted-ai/risen-ai repository and create a PHASE_3_ROADMAP.md file in the root directory.

Context: Phase 2 is complete with these deliverables:

• Enterprise UI redesign with federal/corporate aesthetic (squared corners, monospace fonts, reference codes)
• Smart contracts: AgentRegistry.sol, ExperienceToken.sol (CGT token), MemoryNFT.sol
• WebSocket real-time event streaming (core/websocket.py, ui/components/EventStream.tsx)
• Dashboard pages: /agents, /tasks, /pathways, /contracts, /workflows, /operator, /world
• Agent lifecycle stages: CONCEIVED, NASCENT, GROWING, MATURE, SOVEREIGN, ETERNAL

Create a roadmap for Phase 3 with these sections:

1. Executive Summary - Vision for Phase 3

2. Milestone 1: Backend API Integration

   • FastAPI/Flask REST endpoints connecting UI to agent operations
   • Database schema for agent persistence
   • Authentication/authorization

3. Milestone 2: Blockchain Deployment

   • Testnet deployment (Sepolia/Mumbai)
   • Contract interaction layer
   • Wallet integration (MetaMask/WalletConnect)

4. Milestone 3: Agent Autonomy

   • Self-modification capabilities
   • Memory persistence (vector DB integration)
   • Inter-agent communication protocol

5. Milestone 4: AI Provider Integration

   • Ollama local LLM support
   • Claude API integration
   • Provider abstraction layer

6. Milestone 5: Sovereign World

   • Metaverse foundation
   • Agent avatar representation
   • Spatial interaction system

Include dependencies, estimated complexity (Low/Medium/High), and implementation order.
